Welcome to Milford’s Wastewater Treatment Facility

The Town of Milford Water Utilities Department (MWUD) wants to share this summary of the efforts undertaken by our staff, our Water & Sewer Commissioners, and our engineering design team to implement a new permit-required advanced treatment process while at the same time rehabilitating key portions of our 40-year-old wastewater treatment facility (WWTF). The projects are being undertaken to improve water quality in the Souhegan River, protect the environment, improve operator safety, improve facility performance, install energy saving equipment, and make the daily operation of the facility more efficient for the staff. By improving our wastewater facility infrastructure, we position ourselves to support the entire community, including visitors, who may work, shop, dine, and recreate in Milford. Providing efficient, sustainable wastewater treatment also provides stability for our commercial and industrial users who rely on the high level of treatment provided to maintain or expand their businesses.

The need and opportunity before us are clear – with the influx of infrastructure funding, available low-interest loans, the Town of Milford has been approved for 15% loan forgiveness and will apply for 20% State Aid Grant. Our community has a chance to refurbish major elements of this 40-year-old wastewater facility at the same time we implement a new, advanced treatment process to meet a more stringent EPA NPDES Discharge Permit. This comprehensive project will build a facility that serves Milford’s needs long into the future with the largest grant contribution we are likely to see in decades. About the Facility

A new NPDES permit was issued to the Town by the US Environmental Protection Agency on November 1, 2020 that impacts the discharge to the Souhegan River. Changes are needed in the treatment process in order to become compliant with this permit.

The Timeline

Kicking-off in 2020 with the new EPA NPDES permit, this project has undergone various tasks to get to this design. Upgrades to the existing facility as well as new processes being added will establish Milford’s ability to continue quality service for decades to come.
